What happens in the provincial offices?
The provincial staff provide professional assistance to the work of the Governing Body, the Representative Body, the Bench of Bishops and the Bishops’ Advisers, and manage the work of these groups on a day-to-day basis. The staff also provide assistance as needed to the Bishops and colleagues in the Dioceses, particularly in specialised areas such as Information Communication Technology and Human Resources.
For historical reasons certain funds/charities, for example the Widows, Orphans and Dependents Society, the Archbishop of Wales’s Fund for Children, the Provincial Jubilee Fund, are administered from the provincial offices.
In practice the staff at the provincial office are a useful first point of contact for church members and members of the public on queries relating to:

Property – the purchase, sale and management of parsonage houses, church buildings, church halls and other pieces of land; and the provision of advice to parishes on looking after their church buildings and churchyards, especially where that requires compliance with legislation such as the Disability Discrimination Act and other health and safety requirements;

Finance – including the payment of clergy stipends, pensions and other clergy benefits; and the management of both the Church’s provincial funds and certain parish investments and trusts/legacies.

Legal – such as assisting parishes and dioceses on a variety of legal matters, including disputes.

Information – on all aspects of the Church’s work, for example contact details of clergy, the whereabouts of churches, statistics on church attendances and giving. This section also deals with the operation of the Church’s Child Protection Policy and processes Criminal Records Bureau checks on clergy and volunteers.

Secretariat – servicing the regular meetings of the Governing Body, Representative Body and the Bench of Bishops.

Bishops’ Advisers – responsible to the Bench of Bishops for working in the areas of Communication, Church and Society, Church Affairs and Education.
